Is this company (CBG Legal or Dionne Mateos Law Offices) a scam? They claim to be performing loan modifications but are charging up front fees.

Run away. Some attorneys are claiming they get around the advanced fee regulation by dividing your "retainer" into small initial tasks that drain your funds before doing much work.
